A magistrate? does such a court officer have jurisdiction to make a ruling or any ruling that cannot be questioned, as does a Magistrate have the standing to make a proper ruling? I saw a case in 1968 with Jerome Daly and his case was overturned as a Magistrate did not have the jurisdiction to make the ruling he did.
